Biography
Judge Kipling L. "Kip" McVay was born in Athens, Georgia and grew up in Cochran, Georgia. She is a graduate of Middle Georgia College (A.A. degree), Duke University (B.A.), University of Texas at Austin (M.A.), and Walter F. George School of Law at Mercer University (J.D.). She was the Executive Director of the State Ethics Commission after graduation from law school and a trial attorney with the Federal Energy Development Commission in Washington, D.C., before going into private practice in 1979 in Canton, Georgia. Her husband, Robert S. Stubbs II, joined her in practice in 1983. She was the managing partner of her firm, which grew to six lawyers. Since being elected to public office in 1996, she has instituted a records preservation program and improved operations efficiency in preparation for increased duties under upcoming expanded jurisdiction in this Court.
