KELLOGG CREEK ROAD CLOSING FOR CULVERT REPLACEMENT
 
Cherokee County announces that Kellogg Creek Road, between Victory Drive and Woodstock Road, will be closed to through traffic for a period of up to 60 days for replacement of a culvert that was washed out on September 21, 2009.
 
A posted detour will be provided during the duration of the construction. The detour routes utilize Bells Ferry Road and SR 92 for through traffic and Victory Drive and Woodstock Road for local traffic.
 
The existing culvert in this location was already planned for replacement, however, the recent wash out has required the County to expedite the process of bidding and awarding a contract for the permanent replacement of this structure.
 
Cherokee County appreciates the public's patience during the detour period and requests that motorists obey the detours for their safety as well as for the safety of all contractors' personnel.
 
Cherokee County also requests that all through traffic avoid Kellogg Creek Road, Woodstock Road and Victory Drive during the duration of construction to allow residents living in the areas affected by the detours access to their homes.

UPDATE
Update on Kellogg Creek Road:
 
The existing 6 foot diameter corrugated metal pipe culvert just east of Woodstock Road was washed out during the heavy rains of September 21, 2009, now referred to by the media as the Flood of 2009.
 
Cherokee County had planned to replace the existing metal pipe culvert with a poured concrete, double 8'x8' box culvert. The design has been completed, all right-of-way has been purchased, and all environmental permitting has been completed since 2005. Construction is typically planned for that type of work during the summer months when school is out of session and traffic is lighter. This construction is more involved than our in-house County forces can handle so the work is bid out for construction by a private contractor.
 
The complexity of the project requires this section of Kellogg Creek Road to be closed to through traffic while the replacement culvert is constructed. Cherokee County typically does not like to close roads to through traffic for extended periods of time. In this case the most logical detour for Kellogg Creek Road is SR 92, however, with that State route being under construction for the last several years, Cherokee County has held off on the construction of the culvert replacement project until the SR 92 project was completed, which is expected to be late this fall.
 
On Monday afternoon, September 21, when it was determined that the existing culvert on Kellogg Creek Road was damaged beyond repair, the Cherokee County Engineering Department put together an emergency bid package for the culvert replacement project and distributed it to three (3) contractors on Tuesday morning. Those bids were received on Monday, September 28. The successful bidder is now in the process of executing the contract and posting bonds. The Cherokee County Board of Commissioners will be awarding the project at their October 6, 2009 meeting and a notice to proceed to the contractor will be issued on October 7, 2009.
 
The contract specifies that the roadway is to be opened to traffic within no more than 60 days from the notice to proceed. In conversations with the contractor, he expects to have the roadway back open before that deadline.
 
This is not the answer or time frame that residents and motorists using Kellogg Creek Road and surrounding streets are looking for, however, the existing culvert is damaged beyond repair and for the long term use and safety of Kellogg Creek Road, construction of the permanent replacement is the most feasible and cost effective solution.
 
The posted detour utilizes Victory Drive and Woodstock Road for local traffic and Bells Ferry Road and SR 92 for through traffic.
 
Cherokee County appreciates the public's patience during the detour period and requests that motorists obey the detours for their safety as well as for the safety of all contractors' personnel.
 
Cherokee County also urges that all through traffic avoid Kellogg Creek Road, Woodstock Road and Victory Drive during the duration of construction to allow residents living in the areas affected by the detours access to their homes.
 
The County has also been in conversations with the Georgia DOT to optimize the signal timing and lane configurations at the SR 92 and Woodstock Road intersection to help reduce delays caused by the increase in traffic at that intersection.
 
The Cherokee County Sheriff's Office will also be monitoring traffic at the intersection of Woodstock Road and Victory Drive during peak weekday hours and manually direct traffic if necessary.
 
Cherokee County is committed to providing a safe and reliable transportation system for its residents. Once again, we apologize for the inconvenience caused by the Kellogg Creek Road closure and appreciates the public's cooperation in obeying all detours and finding alternate routes. We would also appreciate the public's assistance in getting the word out to family, friends and businesses that Kellogg Creek Road is closed and that they should find alternate routes or expect delays.
