Construction Stormwater Permit Renewal

SUMMARY: If you have or will have a construction stormwater permit in Georgia, please read.

 NOTICE OF AVAILABILITY OF THE Georgia EPD Online System (GEOS) for electronic permit applications AND THE REISSUANCE OF NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) GENERAL PERMITS FOR DISCHARGES OF STORMWATER FROM CONSTRUCTION ACTIVITIES TO THE WATERS OF THE STATE OF GEORGIA

 The Georgia Environmental Protection Division (EPD) has finalized General NPDES Permits Nos. GAR100001, GAR100002 and GAR100003 for reissuance on August 1, 2018, authorizing stormwater discharges from construction activities to the waters of the State of Georgia for a period of five years. These NPDES permits were last reissued on September 24, 2013, and will expire on July 31, 2018.  Coverage under the reissued permits will be achieved by mandatory electronic submittal of a new or renewal Notice of Intent (NOI) through the Georgia EPD Online System (GEOS) for electronic permit applications. 

All current projects covered by the 2013 NPDES Construction Permit that have not reached final stabilization as defined in the Permit and filed a Notice of Termination (NOT) must renew their NOI for continued coverage under the 2018 permit using this online system.  There will be a 90 day grace period to get this accomplished starting August 1, 2018, and ending October 30, 2018.  The main EPD webpage for the GEOS system can be found at https://epd.georgia.gov/geos/.  Specific guidance concerning Construction Stormwater is located here:  https://epd.georgia.gov/geos/documents/construction-stormwater-instructions.  Individual links to actions described below are listed under the section. 

 Before August 1, 2018

Currently, you may set up an account in the GEOS system in the time leading up to the renewal window or to submit a 2013 NOI .

 Paper NOI’s that were submitted to EPD after September 24, 2017, have already been entered into the system for you.  This set up your initial account in the system.  The entry generated an automated email response to you, including your username and a generic password.  Please log in using the emailed credentials and update your password and any other profile information.  You then can associate any of your other existing projects to your account.

 If you filed a 2013 NOI prior to September 24, 2017, EPD strongly recommends that you visit the system, create an account and associate your existing projects to your account prior to August 1, 2018.

 *Please note, completed projects still covered by the 2013 NPDES permit that meet stabilization and permit requirements for termination should file a Notice of Termination (NOT) to end coverage.  These can be filed through GEOS or in paper form up to July 31, 2018.  If properly terminated before the expiration of the 2013 permit, the project will avoid having to complete the renewal process.  

 On and continuing after August 1, 2018

 As stated, all projects that remain active after July 31, 2018, must renew their permit coverage under the 2018 NPDES permit. 

If you have already created an account in GEOS as noted above and associated your facilities with your account, you may renew permit coverage after July 31, 2018.

 If you are not able to create an account before this time, the grace period for renewal will be open for 90 days to allow for account creation and renewal.  However, if this is your first interaction with the GEOS System, please be proactive and set up your account as soon as possible.
